PR status of minor when parents leave Canada before getting citizenship

I am asking this quesiton on behalf of my cousin.

His father got PR status about 25 years ago but before getting the citizenship they left Canada and did not come back since then. My cousin was 2 years old when they left. Now my cousin want to come back to Canada and settle here. Please advise what are his options.

He would need to return to Canada through a US / Canada land border using a private vehicle (he will need to have a US visa and fly to the US first). When he re-enters Canada, he will need the hope he is not reported for failing to meet the residency obligation. If he is able to return to Canada without being reported, he will need to live in Canada for two years straight before he can renew his PR card. During these two years, he may find it difficult to do things like work legally, obtain health care coverage and get a driver's license.
