Quick question,
My wife and kids's PR card expires in Feb 2019 and mine in 2020. I was the primary applicant. We never stayed in Canada to take care of the 2 residency rule.
1. What will happen if we want to move to Canada now
2. Can we renew PR card from outside Canada
3. Can my re-file for new PR with my wife as primary applicant? Is there any benefit for existing PR card holders during re-apply process

You need to meet the residency requirement 5 years after your landing date. The dates on your PR card aren't related. You are all out of status currently. You would all have to enter Canada without getting reported and not leave Canada for 2 years. You can try to get into Canada or you can withdraw your previous PR and apply again. There is no penalty for applying again.
