PR renewal

Hi everyone,
Need help
Since my husband do not have enough 730 days and have to wait till Sep the 9thany question from then he can renew his PR.( His card expired on the 30th Oct 2016 but enter in Canada ion the 9th Sept 2016)
My question
1.How long will it take for him to get his PR card? Will there be any question from CIC?
2. Can he starts to sponsor me once he put up his application for his PR card or his has to wait till he gets it?
3. I am on my TRV. Going back home to Malaysia on the 8th April. Will be back only in Sept.

1. If he applies right away, he can expect his app to be sent to secondary review, which can take a year or more.

2. He can sponsor you as soon as he is once again in compliance with the Residency Obligation and can prove it.

I said it CAN take a year, not that it will. If he applies soon after coming into compliance with the RO, he can expect his app to be sent for secondary review. There is a very active thread regarding secondary review you can look at.
