PR Renewal minimum requirements : Stay and IT Returns

I did my first landing in July 2014 and stayed for two-weeks in Calgary and intended to come back in July-2016. I am an oil/gas professional and due to low oil prices & NO job opportunities, so deferred to come back in 2017. I, along with my wife and two children again landed din Calgary in Aug-2017. While my wife and children continued staying in Calgary, I left after 4-weeks as there were no job opportunities.

I intend to relocate to Calgary by Feb-2018 permanently. my queries are

If I am NOT able to complete 730-days by end PR expiry, which is Sept-2019, what is the best way?
Is filing Income Returns Compulsory (my family in Canada and I am out of Canada)? Do I need to declare my income in Malaysia? B the way Canada & Malaysia has DTTA.

What are other obligations?

Please advise.

Well let me correct one thing you landed July 2014 so you must accumulate 730 days between that date and July 2019. The expiry date of the PR card is irrelevant in determing the residency obligation.

If/when you come back in Feb 2018 there is a chance that you might get reported for failing RO given by that time you would have only spent 6 weeks in the country.

When you returned in August it was so close to the 3 years you could stay out and still meet RO on return CBSA probably decided to assume you would stay and meet the RO that time so did not report you.

If not reported in Feb 2018 then you would need to stay I believe until around Dec / Jan 2020 without leaving again to reset your RO. Also not advisable to renew your PR card until then else that could draw attention to fact you have not met the RO.

Thanks you very much for your reply. Infact considering the risk of loosing PR, I am planning to shift a bit earlier by 1st week of Dec 2017.
I can understand from your reply, if I am allowed to enter in Dec2017 (or Feb 2018) then I need to spend 730 days without leaving Canada, Is that correct?

Moreover, how about Income Tax Returns filing obligations? Since I was out of Canada for the last 3-years.
