PR Renewal landing Dec 2016 - completing 711 days on pr card expiry date

My landing date - Dec 2016 - completing 711 days on pr card expiry date now. Stuck up due to covid related border closures in between the last two years.

Currently, I'm inside Canada, Can I apply for renewal with a shortage of 19 days (730days)? Will they approve my renewal on H+C (Humanitarian and Compassionate) grounds?

Or

Shall I wait to achieve 730 days from the date of application?. If I have to wait for 730 days, then I have to stay for another 6 months to cover that missed days in the last 4 1/2 years.

Can I go ahead with PR Renewal now with 711 days?

Please Suggest.

You can expect a refusal if you send a renewal with shortage of even 1 day.

I agree with your point that a shortage of even one day attracts refusal under normal circumstances,

my genuine reason for not reaching Canada is due to covid related border closures.

Wait until you have 730 days minimum unless you have very strong H&C reasons.

I don't understand what you mean about the 4.5 years. The day you apply to renew your PR card, you must have at least 730 days in Canada in the five years immediately preceeding the date you apply.

Wait to complete 730 days before applying for renewal.

Also, once you complete the initial 5 years after becoming PR, you need to be in compliance with Residency obligation on a rolling basis whenever you interact with IRCC or cross the border.

For example : if you travel in Dec 2022 and return to Canada, CBSA will evaluate the period from Dec 2017 to Dec 2022. You must have lived in Canada for 730 in that period to comply with residency obligation.
