PR Renewal for child 17 years old.

Hello ,
Anyone can help me in my case?
I applied for renweal PR for my family under urgent case ( flight ticket attached).
My wife PR arrived after 2 weeks.
My PR renewal went for second review and after so many calls to CIC they issued after about 2 month.( under urgent case ).
My daughter PR ( she is 17 years old ) she missed signature the form and cic returned back after 2 weeks I applied for renewal,when I complete my daughter forms with signature and send it back to cic they still did not send her pr card yet, AMAZING the statues of her application can not find on on line statues , I called cic so many times and each times they says cic have not received complete application yet. our flight is so close but cic did not get my daughter application yet, even I have attached tickets and write urgent on the envelope.
I called them and they said better to send back all documents again .!!!!!!!!!!
My Question is :
1- why this is happened ?
2- should I apply over again ?
3- do I have to send my application documents such as passport. Tax,forms and etc again ?or only need her passport not mine.
I get confused any help from you will be appreciated.

Did you not send the documents with a tracking number? Can't you tell where those documents are? Mail can be lost, if you didn't pay for the tracking, then you should consider it as lost, and as recommended, send everything again, this time using the tracking system.

in regards to your questions:

1. What do think why this is happening? Maybe because you're just late with your application in general? Maybe an application should be checked - signature - before sending it? Maybe because mail gets lost on the way all the time? Maybe because we sometimes forget that not everything just works they way we want - meaning there is no guarantee for anything.
2. I guess you should.
3. It's her application, so every single page of her passport needs to be part of the application. If she goes to School send copies of proof. Handle it like it would only be her application because it is.

There is a checklist for that, you should have a look at it again and get the application done and make sure to not forget anything.
