They are reviewing your appeal…nothing more.

if ircc are the one who are reviewing my appeal does it mean that ircc will also decide my apppeal and not iad?

So you didn’t ask for reconsideration and have not sent any additional through webform or email during the whole sponsorship process? IRCC says you sent them documents. Documents could have been sent and not added to your file prior to the refusal. Instead of reconsideration first, you appealed through IAD instead. What does your lawyer/consultant say?

IAD and IRCC are two different departments. IAD ruling is separate.

On the refusal letter send by ircc,, Notice of appeal is attached so we fill up the forms and submit thru email together with the corresponding documents that iad required to us.we did not file any reconsideration to ircc. we consult to a lawyer and agree for the appeal and to represent us if there's any court hearing required by iad.
Prior to refusal letter Ircc sent us an email to submit additional documents that is on october 2022, and they make decisions on November 2022, and on january 2023 we receive a notice that they are reviewing the documents that we are provided.To my understanding the additional documents that we provided on October 2022 are the basis of their decision of the refusal letter. I wonder why i received a notice on january 2023 informing me that they are reviewing documents that we provided.Thus it mean that another decisions will be made?Good if it is a reversal on their first decision, but what happened my appeal to iad? since thay are separate department.

Two separate applications. So seems you did add documents to IRCC and maybe the documents were not reviewed prior to refusal. All you can do is see if it will change decision.

You also applied through IAD so it will still be processed.
 
Sounds like you may have replied to procedural fairness letter first and then submitted an appeal. The reasons for refusal will likely have a factor in whether the PGP is approved. Anyone is allowed to appeal although chances of approval vary widely on the reason for refusal. Lawyers will usually tell clients to appeal no matter the chances because they want to get paid. What was the reason refusal?

If you didn’t meet LICO then it was rightly refused. Supporting documents will not change the decision. You need your NOAs to show you meet LICO. People who are short $20 are refused.

Hard to say. Given LICO was substantially reduced due to Covid & you could count support payments towards LICO so it was actually much easier to qualify even if not working. Did you meet LICO when you joined the pool for PGP2020 believe that meant LICO for 2017, 2018 and 2019? Many unfortunately joined the pool when they didn’t qualify which adds another argument for denial.
 
If that is the case why they are still informing or updating us that they are reviewing the documents that we submitted in support for not attaining the mni specifically 2019.Is there a chance that they will reverse their decision since we do not file any reconsideration?
