I received my PR portal email while my outland dependant was visiting me in Canada (he is on a TRV). Am I able to put that he is currently in Canada and will they do a virtual landing for him? Or will he have to go back to his home country to receive a PPR request letter?

That all depends on how long he is currently permitted to remain in Canada on the TRV. If it is less than 2 months then he should return home to complete the process. If you want to proceed while he is still here, simply respond to the portal 1 email declaring that he is currently in Canada, his visit time (when he is scheduled to leave) and that you want to switch his side of the process to inland for virtual landing. They will respond with an answer confirming or not.
