PR picture question

I'm a bit confused about the PR picture requirement :

The instructions on CIC website say that the measurement from chin to crown of the head (natural top of head) needs to be between 31 and 36 mm.

Now, when they say "natural top of head" - is it including hair or not? I have been to 3 different photo labs and everyone says something different.

Measurement should be without the hair. CIC is much interested in the face than the hair.
