Hi, My brother entered Canada as a refuge from Lebanon in 1989 and became a landed immigrant in 1991.
He had a hard time finding a job so he left Canada in 1993 to work in Kuwait.
All of his family have become Canadian and live in Montreal. He wants to come back asap to take care of his sick elderly parents who live alone.

What is the fastest way to bring him back? Humanitarian, work visa, church sponsorship, etc.

He has lost his PR a long time ago. Back in 1993, he would have lost it already after 6 months outside Canada. He has no humanitarian reasons for having lost his PR just because he moved to get a better job. If all of his family are living in Canada, it is also not a good H/C reason that he is the only one who can take care of his parents.

I do not know about church sponsorship. I have never heard of that as an immigration class.

As for a work visa, if you or somebody you know can offer him a job, you can try it but it is also possible that he will be refused a work permit as a risk to overstay because his whole family is in Canada. He does not qualify for Quebec skilled worker. Is there any hope that he will reunite with his family in Montreal. I know what the law says about family sponsoring a sibling who wants to immigrate to Canada but in my opinion it is inhumane and unfair to separate a sibling and not allow him join the rest of his family. Is there any hope or a way to get him to join his family. He is going through great hardship living alone. As I mentioned he first entered as a refuge from Lebanon. I heard that a refuge status has different provisions when it comes to reinstating an expired PR. Any help will be appreciated very much.
 
I do not know if him having qualified as a refugee 22 years ago will count for anything. I would encourage you to seek legal advice. Immigration does not consider adult siblings a part of the family unit.
 
Church sponsorships are for refugees. He's already been granted refugee status in Canada so he can't apply for it again. He lost his PR I'm afraid. Unless he qualifies under one of the current programs, he cannot get it back.
 
Its a typical lawyer case. He still have Landing Paper with him? he still have chance.. should consult to a smart lawyer
