I got a Provincial Nomination from ON (PhD stream).
I'm working on the PR online application and I'm outside Canada for a family issue.
Can I apply for PR (under this program) even I'm outside Canada.

If you meet requirements - show intention to live in Ontario, 2 years of studies completed in Ontario and legally lived in Ontario for at least one year in the past two years before you apply - then yes.

This is a requirement to get the PhD nominee and not when applying for the PR
