Hi,

Few questions if anyone can please anwser/guide me. I have Canadian PR & I Landed in Canada in Dec 2009 but went back to UK in Jan 2010 after spending 40 days. Then I got married & my wife came with me to UK & now we have a baby.

Now I came back to Canada in September 2012 for few weeks & planning to go back to UK. I am planning to visit again to Canada in Jan 2013 with my family (my kid will be exempt from visa, wife will get a visitor). As My PR will expire in Jan 2015 & I want to settle down here permanetly with my family so
1. when should apply the PR for wife/kid before Jan 2013 as all of us will be visiting Canada for 2 months in Jan/Feb 2013 or When I will come permantly to Canada in Oct 2013 then I should apply for thier PR?
2. Do i need to submit application from Canada or London? I think if i will submit from London then it will be considered as outland & will be processed quickly?

Anyone ideas please.

You need to be residing in Canada to qualify to sponsor your spouse and child. As a PR, you may not be living outside of Canada and still be eligible. You must first move to Canada to settle, not to visit, at that time you will qualify to send an application to Mississauga to sponsor them. You may sponsor them through London (once Mississauga approves you as a sponsor, they will send the application to London) provided that your wife was initially admitted to the UK for at least a year.
 
Just to add...

Don't sponsor your wife and child unless/until you meet PR residency requirements (right now it sounds like you won't). If you try to sponsor them without meeting residency requirements yourself, there's a good chance this will create problems for your own PR status.
