So, im posting this on behalf of my buddy who just received his request for passport but needs to be abroad next month for his wedding !

He really cannot risk sending his passport to Ottawa and then not receive it on time and neither can he postpone his wedding as invitations are out...

Is he able to take the request for passport letter to the Canadian embassy once he is in his native country and get the PR stamp ?

I know i was in a similar position but my request for passport was for VISA to re enter Canada and the embassy stamped it without issues based on the passport request from Ottawa.

Please advise.. in a mess.

Say his current passport is near to its expiry date, couldn't he send this to Ottawa and use a renewed passport for his wedding abroad next month?

1. Just an aside your buddy will be in greater mess if gets his PR visa (COPR) marries and then tries to "land". If he marries before he "lands" his COPR is no longer valid, unless he is marrying a PR/Citizen.,

Agree with PMM.

The pitfall here is that if he is marrying a woman who is not a PR or a citizen, which she probably isn't if he has to leave Canada for the wedding, she will need to be added to his application unless he has managed to land before getting married in which case she would be sponsored. A change in family composition renders the visa invalid anyway so it is not an option to send his passport and get the PR visa even if he had time and then land on that visa after getting married. This would be considered misrepresentation by CIC and even though he might be allowed to keep his PR, he would never be allowed to sponsor his spouse.

He has two options right now.

1) Tell the visa office that he is unable to send his passport right now as he is getting married and will be adding his wife to the application. It should not be a problem for them and after getting married, he will have to fill out his wife's documents and add them to his application and they will both get PR visas at some point.

or

2) Postpone the wedding, get his visa, land as a PR, then get married and then sponsor his wife in that exact order.

Sorry, I used the term marriage loosely. It's an engagement function that still has the same obligations, that is invitations to 300+ people out. Marriage is next year.

And no, passport isn't near expiry. Even if it... How can he send it to Ottawa and expect to travel to India without it ? :)

Engagement is not a marriage. Unless they cohabit together there will be no marital or common law relationship between them.
Canada recognizes formal marriage and common law marriage only.

The above being said, I don't know what will happen if he doesn't send his passport upon request from Ottawa. I do not believe he will be able to get his PR Visa stamped by an Embassy abroad. Way too many people would take advantage of such opportunity if this was possible.
No one wants to mail passport and wait indefinitely for a Visa. So, my guess is taking to local embassy for a stamp is not an option.

Can one request a delay and send their passport at some later time? You (or your friend) should check this with a legal counsel. David Cohen is the attorney you may want to schedule a brief consultation with. He is truly knowledgeable and is a good natured person.
If you don't want to spend any fees, try to google it (unless someone with expertise decides to post here and share their opinion).

Need Suggestions,
Situation: I received my Ontario PNP 3 weeks ago. I live in Ontario. I have apply for PR by Feb,2016 My Girlfriend lives in US and she has Indian citizenship. We are planning to get married. Which one will be best for us from the following in order to get PR fast?

1.We get married before Feb,2015 and i include her as my spouse in my PR application.
2. I apply PR now than get married (before i receive PR) and notify CIC that i got married and want to include her in my application.
3. I get my PR and than get married and sponsor her for PR.

We both are confused.
