An application filed for PR doesn’t prohibit you from applying for study permit. Only point is that, you have to satisfy the conditions stipulated by CIC for applying for a Study Permit. If you have already got offer of admission from one of the Colleges/ Universities, you have a strong case in your favor. Intention to become a PR is not illegal, and that is why your father's application was accepted. In the meantime, if you got admission in an institute, and you are ready to pay the fee differentials and submit required docs, there are no problems at all. Please go through the cic website: cic.gc.ca/english/study/study.asp and the clause “Dual Intent” explains a similar situation.
It says: An intention by a foreign national to become a permanent resident does not preclude them from becoming a temporary resident if the officer is satisfied that they will leave Canada by the end of the period authorized for their stay.
