PR holder's spouse can travel without visa

My spouse file is in progress since Feb 2020. I have got submitted my medical and biometrics as well. I have heard that PR holder's spouse whether their file is in progress or they haven't applied yet, can directly come to Canada. I got to know only this much. I would like to know whether there is any such system that Canada immigration has recently proposed. If it's there what is the procedure and category of visa to apply for?

Your spouse needs to apply for a TRV if they want to visit Canada while their file is in progress or before they have applied.
