PR holders / child were born outside of Canada / how to bring him to Canada?

We are PR holders (me, my wife and elder child).
We have a new child who was born outside of Canada.
We would like to return to Canada and live there all together.

I applied for Temporary Resident Visa (TRV) behalf of my child. But it was refused, the reason is: "You intend to live in Canada Permanently however there is no sponsorship for you".

So I should go to Canada alone and perform sponsorship there.

There are 2 steps in sponsorship procedure:
(1) in Canada (about 40 days) and if all ok and I can be a sponsor
(2) they will send all our docs to Russia (it takes up to 13 months to have PR cards in Russia).

The Question is: can I return to my family in Russia after 1 Step?
Or should I stay in Canada during all process 1+2 Steps?

And maybe it’s stupid but: Can I apply for TRV for my child after 1 Step? And wait for PR cards in Canada…

No - you can't return to your family after step 1. You must remain in Canada until your child's application is approved or the application will be refused. Note that it shouldn't take the full 13 months.

Yes - you can certainly try applying for a TRV again after step 1. No guarantee it will be approved - but you can try.
