I obtained my PR in late 2014, and I only landed for a very short trip to activate my PR identity. I don't have medical card, property nor driving licence in Canada. I am going to move back next year, i am just wondering am I obligated to pay oversea income tax from 2014 to now even I have not officially lived in Canada yet.

And am I obligated to pay tax every year or i can wait till moving back? ThankSSSSS!!!

No, you do not have to pay income tax until you become a resident in Canada, with clear ties to the country.
 
You may not have to pay any taxes as you did not live in Canada, but since you are a PR, I would suggest filing Tax Returns as Non-Resident for both 2014 and 2015
