Could you please advise options to get a PR for a PhD student in BC. Are there any principal programs/streams or only federal program?

Some details: third year in a PhD program, no work experience.

I don't think there are any options available to you at this time (either through the province or federally). You'll need to wait until you finish your degree and get work experience.
