hello,
my wife parents were approved for PR and we heard a rumour that they can live in canada for 6 months a yr ( like a regular pr) and receive some sort of government assistance? Is this true, it seems odd and can't find anything on this. my sister in law is sponsoring them as she won some sort of lottery for this.

Thanks

No your sister is responsible for them financially for 20 years. They also need to read about the residency requirement needed to maintain healthcare coverage. It varies by province. That includes payments for things like publicly funded longterm care. Sponsoring parents can become very expensive or could result in someone needing to leave their job. Not something to be considered lightly.
