Processing time is 6-12 months and one parent must be living in Canada and should be compliant with RO to sponsor your child. In most provinces your child will not qualify to apply healthcare until they receive PR.

The only compliant with RO you need to maintain is maintaining your 730 days in the last 5 years in Canada. And I mean rolling 5 years. Not every 5 year period.

Can we also apply for TRV or TRP visa for baby and bring baby with us and then apply for PR while in Canada?
We wanted to travel back as family.. so seeking all ways possible to do so

Yes, you can apply for trv/trp. No guarantee it will be accepted but they often are (don't know about proportions, mind).
