Hi,
I have my residence in Quebec. I am a PR through Express Entry FSW (Not through Quebec Immigration). I would like to sponsor my parents for PR. Please can someone help me on the same.

There are only a limited number of parent sponsorship applications allowed each year and spots are given through either a lottery or on a first come, first serve basis. The process for this year has not been announced yet so we do not know how it will work. You will also need to meet minimum income requirements to sponsor.

Thanks. But since I reside in Quebec, would'nt the Parent Sponsorship be under Quebec scheme and not Federal? I do meet the minimum Income requirements.

No - it's a Federal program. There is no Quebec program for parent sponsorship.

Is the SuperVisa program a better option than the Parental Sponsorship? Heard the processing time for the Sponsorship one is between 20-24 months.

The super visa is a temporary visa. So it allows parents to visit - but not live here. Yes - it's an option.

Oh I want them to live with me. So shall I move ahead with an Immigration Consultant for the Parental Sponsorship or do it by myself. Thanks in advance.

If you want them to live here permanently - then you need to apply through the parent / grandparent PR sponsorship process. You don't need a lawyer. The next step is to wait for IRCC to announce how the program will work in 2020.

I heard that the Application Slots for Sponsorship gets filled within seconds, hence wanted to go with a Consultancy since they might more vigilant as to when it opens up and apply my Application right away. But yes, what do you think would be the best option?

It's really your choice. A consultant does not guarantee you a spot or give you any advantage.

Since the program for parent sponsorship 2020 is not open yet and we do not know if it will be lottery or first come first serve or even when it will open you can still apply for a super visa. Parents can stay with you for up to 2 years on intial entry. They would not qualify for medical coverage (which you would need to get insurance up front) nor would they be allowed to work.

Is it possible to start the process for SuperVisa as well as Parental Sponsorship PR as well? Or only one is allowed at a time? Thanks in advance.
 
Would actually wait and see if you qualify to sponsor your parents. That would be the first step.
