My partner was denied PR in 2013 and was restricted for upto 2015. Since that period has passed, can I apply for Manitoba in my own name under Manitoba's sponsorship program, as I have a friend there? I also have a close relative (citizen of Canada) in Toronto. Does this attract any negative effect for my case?
