Urgent Help Needed for PR file

I'm currently in Canada, and I lived in Dubai from 2015 to 2018. Do I need to obtain a Police Clearance Certificate (PCC) for my time in Dubai? If so, what's the procedure? Any help would be greatly appreciated!
