If PR is in second review & requirement of days are completed for citizenship can we apply citizenship while PR renewal is in process (no news after submitting documents of PR)
Please help.

You cannot apply for citizenship before you become PR. You must spend atleast 2 years as PR to be eligible for citizenship.

I assume you are talking about a renewal of your PR card? If so- yes you can apply at the same time.

which question are you talking about. just follow the instructions and fill the forms accordingly. once you provide your UCI, CIC can get your status. so i dont think a separate explanation letter is required to mention that PR is being renewed. but take your own call.
