Please my pr card was stolen some months ago with my other belongings and I reported to the police and now I want to get a new one so I can travel in September. Will I get it before September .if I apply now

Unlikely given the current processing time is quoted as 111 days. You can try requesting urgent processing as per instructions in link below.

Depending how long you will be out of the country you could apply for a PRTD or return via US land border.
