Every province has their own separate immigration program. Just because they all end up at CIC doesn't mean they can't make requirements. There was a guy on this board who was working in QC but had applied for FSW. He was told that he must land outside QC and must give an non-QC address to get his PR card sent to. That says, the answer to OP's question is that the immigration officer will NOT send your PR card to anywhere in Canada. It depends on the program you are coming in on.
