I am a current PR holder started from 2010,
at that time in 5 years i needed to stay for 3 years in Canada,
my question is that after i renew it November 2016 will i fall under the new rule of staying 4 years within 6 years
or will the old rule apply to me of staying 3 years within 5 years.

You are completely mixing up PR Residency Obligation and citizenship residency requirements.

To meet the PR RO, a person must spend 2 out of 5 years in Canada.

Regardless of when you apply for renewal or the dates stated on your PR card, you must always be able to look back in the previous 5 years and have at least 2 years in Canada.
