PR card Renewal

A provincial Real Estate agency is asking me to submit M1000, but I had IMM5232 which I submitted. They are saying that they can accept IMM5232 subject to proof that I applied for PR card Renewal. Without that proof they will not process my application for registration saying it is their policy. I am a PR but did not renew my PR card as I am not travelling and leaving Canada.My enquiries are;

1. Can they really insist me to apply for PR card Renewal and is it mandatory to submit proof of that.
2. Can they report it to CIC that I am staying in Canada without renewing my PR card?
3. What step I should take if any provision of law is available in my defence so that my application for Real estate license is processed.
4. Can I challenge their authority to demand such thing from me?

You can argue with them that there is no immigration policy that requires you to have a valid PR card in order to live in Canada.

However, although the PRC was not initially meant to be an ID for PR's to prove their status within Canada, it has kind of turned out that way. Some provinces will not give you a drivers license without a PRC. Many colleges require it to prove that the student has the right to pay the lower tuition fee for citizens and PR's etc.

Is it that you are in breach of your RO and that's why you don't want to renew it or you just don't want to travel and therefore don't feel the need to pay for the renewal?
