I applied to renew my mom's PR-CARD. and in the application, they said "Primary identification is not provided - You have not provided us with a valid Primary Identity Document".

I am a Canadian citizen but my mom is a PR she came to Canada on Refugee status and does not have a passport.
my mom does not have a travel document or a passport as she came as a refugee.
what other primary document i can use other than a passport for Primary identification when renewing pr card?
