PR card renewal not met 730 days

Can someone please let me know how to proceed. I have not met the 730 days and need to renew my pr card. I just received a PR travel document to be able to enter Canada. Will I be able to renew my card once I am in Canada?

Only if the PRTD was granted under H&C.
