Hi valuable members!
I need some help from you guys as experts could enlighten this issue. My friend landed in Canada in year 2003 and then almost after a year he returned back to home country. He landed as bachelor and after returning to his home country he got married and has one son but wife died after 2 years of marriage. So he got stuck there, got married again and has two kids. In year 2008, his PR card got expired but due to exceptional family crises he couldn't renew it or come back.
My question is would he able to renew his PR card again? if yes then would he apply PR for his family too then or not?

Would appreciate your help. Thanks
 
He can try to apply for a PR travel document - as he can't renew the PR card from outside Canada - and explain the exceptional family crises that have kept him from Canada for 16 years.

Once he's denied, he can try to apply for PR again.

If he's not denied, he can come to Canada, set up a life there, and then apply to sponsor his family.
 
Given he was able to have 2 families yet wasn't able to relocate he should realize that chances of keeping PR are quite low. If he is somehow able to keep PR he would have to move to Canada and sponsor his family while living in Canada. The separation would be approximately a year.
