PR Card photos doesn't meet specifications

I'm stressing out about this PR card. This is our initial card.
We are in the U.S. and we got a letter end of Dec 2016 stating the photos doesn't meet specifications. We mailed in new photos and they received it mid Jan. My parents got a letter in the mail in Canada close to end of Jan stating the same letter. I have no idea if this would be a duplicate or got rejected the second time. I can't even call cic from the u.s. which makes it more stressful. Any ideas would be greatly appreciated.

Send them a Case Specific Inquiry online and tell them this.
