PR Card not received - have pre-arranged travel soon

I have been waiting for my PR card for 2.5 months (I was told it was going to take 6-8 weeks when I did the landing), I have travel plans in September and I thought everything will work out in terms of the schedule.

It's now mid August and I haven't received my card yet.

Worst case, I will have to apply for the travel document abroad while I am travelling (http://www.cic.gc.ca/english/information/applications/travel.asp).

My question: Who should I contact / is there CIC phone number I can call to check right now what's happening with my PR Card?
