PR Card not arrived yet - 1Wk Travel to India via NY (Toronto to Buffalo by CAR)

Hi,

Advance thanks to anyone replying to this.

I made Canadian PR landing in Niagara ion Nov 28 and still waiting for the CARD to arrive. I need to travel on family emergency India FOR ONLY A WEEK (not enough time for PRTravel DoC). Since CIC clearly states that I can re-enter back in a commercial vehicle (rental/own car). I am a Singaporean (Visa-Exempt for US - have esta for transit) I am hoping that I will be allowed to (1) board from India to NY/CANADA (2) be allowed at border by immigration official at Buffalo with my COPR in my own/rental car

Here is my travel plan:

a) Drive from Toronto to buffalo with US esta
b) Fly to NY and then to INDIA

There is no problem EXITING Canada without PR card. So I don't understand why you want to drive from Toronto to Buffalo and then fly out of the US to get to India.
The difficult thing is to come back to Canada without the PR card. So for that direction you have to fly to the US with your Singeaporean Passport/ESTA and then drive via the US/Canada border in a private car/rental with your passport and CoPR.
