PR Card expiring in Jan 2016, not meeting RO, plan to travel to Canada in March

Hi experts,

Thank you in advance for your inputs. Here's my situation:

My PR card will expire in Jan 2016 and I will NOT be able to meet the RO by then (and I have no intention to renew my PR card). I am currently abroad, and plan to travel to Canada in March 2016. My questions are :

1. Can I apply for a visitor visa now with a still valid PR card?
2. If not, should I voluntarily renounce my PR status first, and then apply for a visitor visa?
3. How long does the renounce PR status application take?

You may not get a visitors visa. If you want guaranteed entry into Canada show up at the border in March via airport if you are visitor visa exempt and its before March 15, 2016 or a land border entry. You will be admitted as a PR. Even if reported you get 30 days to appeal. If not reported you can do the relinquishment paperwork in Canada.
