PR Card delays. Important question

Hi all,

Thank you for reading.

My husband has had a settlement visa granted. We are both (I am Canadian by birth) living abroad and we did a soft landing on the 9th of June. We were told his PR card could take 6 weeks to arrive (it is being sent to my parents who will forward it along to us) but it hasn't arrived yet.

Here is where the problem arises.
My husband's employer is sending him on a business trip. Part of that trip includes a flight change in Toronto.
It is our understanding that he can't go to Canada (even en route to somewhere else) without the PR card.

We found some information online that said he would be required to fill out a form (Application for a PR Travel Document IMM5529) but the questions on the form don't relate to our situation and when you get to the point where it tells you where to send it the options it gives don't relate to our situation either (eg. send it to (office) if your visa application is still being processed etc.)
It also requires him to send his passport to them and proof of our marriage (though he has his visa approval so I'm not sure why they need to verify this)

It also says that if they discover he is in breach of his PR during this application his visa can be revoked. Now, obviously we're pretty sure he isn't in breach but we're worried that within all the bureaucracy of these forms a computer somewhere might just say 'no'.

So, my question is. Is there any way to chase up the PR card? It would SO much easier to just have that and forget about this whole travel document.

And does anyone know if this is the right form? When I read up about it online it seems like the right one to do, but when he's actually filling it out nothing even remotely relates to the situation where he's waiting for a PR card but needs to travel in the meantime.

PR card processing times are approximately two months as of now (and that's without factoring in mailing time). There is no way to speed up processing.

If your husband wishes to fly to Canada directly - he either needs to wait until his PR card is available or apply for a PR Travel Document.

Alternatively, he can fly to the US and then enter Canada by land through a Canadian/US land border.
