We have done our first landing in Canada in 2010 July and we stayed there for 2 weeks. We (me, wife and 2 children) are PR card holdres now.
We will moving to Toronto this June. My wife and children will stay there and I will come back to work out side Canada.
WE are planning as below, my wife and children will complete the 3 year period and apply for citizen ship.
If I join them after 2 years, (then I will have only one year left in the 5 year period), can I stay in Canada for continous 2 years with out exiting and apply for renwal of PR.
 
If no action is taken against you at port of entry for not meeting residency obligations then yes.

Why should any action be taken? If the PR Card is valid upto that period, Can't he enter?

No, he has to remain in Canada for 2 years in every 5 year period after "landing"

He can enter but if the immigration officer becomes aware that he does not meet the residency requirements, they may decide to report him and he will have to appeal to keep his PR. However, they will probably take into consideration the best interest of his children and worst case if he loses his PR and is sent packing, his wife can sponsor him again.
