After getting the COPR is it possible to travel to Canada on the single entry visa that they have issued, apply for the PR card and come back soon after lets say within a week and have the PR card delivered at a relatives place.

Can the PR card then be sent to where I am by DHL ?

Hi,
after landing you don't apply for the PR card. It's an automatic process which is activated by your landing. During the landing process submit the address for mailing your PR card. The card can be resent by your relatives using any of the couriers available (DHL, Fedex...).

If one's relatives are not living in same province then...will PRs be posted in other province. Later is it allowed to courier them outside CA to other country?

CIC will send your PR cards to ANY CANADIAN address. It does not have to be the same address as your application. Once your friends or family receive it, they can courier it to you.
