PR as a self-employed inside Canada??? Possible???

Hi everyone, my cousin completed 2 year program in nova Scotia and now completed 5 months work experience in NOC B job. If he apply n get a franchise opportunity to run a convenience store.

Can he apply PR as a self employed in his situation?

If yes, when he can apply, after completing 7 months to make it one year experience ?

If yes, what class or name of Immigration category he will follow that ? PNP or direct Express entry or what else ?

Self-employment cannot be counted as Canadian work experience for PR through Express Entry. Nova Scotia has an international graduate entrepreneur PNP stream.
