No. You have to pick one. You can't have two applications in the same immigration category processing at once.

Can we change the inbound application to outbound during the processing? Or do we have to re-start from scratch? Also, is applying for a temporary resident application advisable at this time?

No - you can't switch.

You would have to withdraw the first application and resubmit the new application from scratch.
