If preparing PR application then were you nominated through a PNP program or invited through Express Entry. You apply for PR through the program you were selected from.

If you are just looking at submitting a profile to be invited then research Express Entry and see if eligible based on your age, education (ECA), language (IELTS), skilled work experience and funds.
