PR Application rejected due to incomplete documents ECA not correct,

Hi, My Express Entry profile was going on from last 8 months but not recently it is rejected due to incomplete profile documents. They are mentioned that i didn't provided my ECA while i submitted valid WES report for my General Practitioner profession NOC 31102. but unfortunately they are not accepting WES , They need ECA from MCC .
so they cancelled my profile also. i wasted my 1 year for this process. Why they not give me some extra time so i can submit this document...
is there any chances ??

below is their Letter for rejection.

Dear Sahar Hashmi: Immigration, Refugees and Citizenship Canada (IRCC) has reviewed your application for permanent residence. We have determined that your application does not meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations. Your application is rejected for being incomplete and therefore, was not put into processing. Specifically, your application does not include the following elements: Education Credentials: ➢ An acceptable Education Credential Assessment (ECA) was not included with your electronic application. If your primary occupation is specialist physician (NOC 31100), specialists in surgery (31101) or general practitioner/family physician (NOC 31102), you are required to obtain an ECA from the Medical Council of Canada for your primary medical diploma. Applications submitted without these mandatory documents cannot be considered complete. IRCC clearly states on the site when you are using the NOC for a physcian the ECA must be completed by MCC. IRCC expects complete documentation and it is up to you to make sure it is complete. You should not have submitted without MCC. There is clear direction that if it is not complete, then it is rejected. IRCC cannot follow up with all people with incomplete applications.

If you want to ask for reconsideration then do so, but to IRCC your file is closed.

If you applied to immigrate as a doctor (NOC 31102) then you should've gotten your ECA from the MCC. If you weren't planning to practice medicine, and applied using a different NOC then the WES would've been okay. Anyway, what happened, happened.
Unfortunately, you won't get a refund. Unless you paid for the Right For Permanent Residency, then this will be refunded. If you paid for the biometrics and weren't asked for it yet, then the $85 will be refunded too.
With regard to your question about if there is a chance that this decision could be altered, maybe only if you are able to get your ECA evaluated from the MCC in less than a week or two, requested an appeal and included the new ECA within 3 weeks or less. And if you are currently in Canada, go to your local MP and request their endorsement (but this is AFTER you get the required ECA report).

I was placed in a similar situation and got my application canceled. The appeal didn't work out because I didn't act fast enough, but what I did was I opened a new EE profile the next day I got the cancellation, and got another invitation a couple of months later. I still have no idea if my new application will go smoothly or not but I am hoping for the best.
