PR application photos

I would like to submit my spouse's PR application (outland) as soon as possible, but right now it is not possible to get professional photographs taken in our area due to COVID. Do you know if it's possible to submit these later, or will our application be rejected out of hand without them?

rule of thumb is "uncompleted applications will be returned". They might be more lenient because of this Covid situation. I wouldn't risk it, however, this is only my opinion.
