My spouse and I are not able to pay the application fees right now. Can we send in the application for PR now and the proof of payment after? Will it be ok? Has anyone done this before? Please help? Any Advice?
 
Dunno if it makes any difference for inland vs outland, but for our inland process we paid online the fees for RoPR only once we got AIP and we just brought the recept at the landing interview.

Do you mean ANY of the application fees or just a part of it you can't pay?

You MUST pay at least 550 of it, or else your application will be returned.
 
You can pay the RoPR when the visa office asks you to, although it will cause delays. I suspect if you don't pay the initial application fee before submitting the application and including the receipt your file will be sent back as incomplete.

In our case I had paid the 550$ + 75$ for extension of stay and $150 for OWP before sending the file and with a receipt (even if they did not ask for it since it was paid online).
Only the RoPR (right of Permanent Residency) was paid much later online when we got AIP and the receipt I brought at the landing interview.
I got refund the 75$ extention of stay as it was not necessary since it was implicit in the OWP fee.
I don't think they will even process your file if you don't pay the initial PR fees and probably send it back to you as incomplete like someone already said..
 
You need to pay the application fees or enclose receipt along with the application. ROPF can be paid later.
