I had done my PCC when I first received ITA. This was April 2017.
My 1st PR application was refused due to employment reference letter not having job responsibility for my NOC
(in Sept 2017).

After which I applied again (November 2017). I did not do another PCC as I was not aware of that it need to be within the last 6 months. Hence, now my 2nd canada PR application is cancelled due to invalid PCC.

Final decision column says : "Your application was not approved because it was incomplete. Check your messages below for details"

Can I renew my PCC & submit through web form? or will I have to re-apply all over again.

Is there a risk in re-applying with IRCC the 3rd time as IRCC should not feel that I am making too many mistakes & ban me form applying again!

Please suggest.

You have to reapply. No - there is no risk applying again for the 3rd time. Go ahead.

For anybody who's reading this thread. Here's an update on my application -
PCC is generally valid for 6 months only. Make sure you check this while submitting your application.
As soon as my application got cancelled, I renewed my PCC & sent it to IRCC via the web form. Surprisingly, I didn't expect it but still, received a reply from them asking to make a new Express entry profile & re-submit my application if I'm still interested.

------------------------

Few other points on validity of documents that I received din my rejection letter:

- Upfront medical report: Valid for 12 months from the date of the medical assessment.
- Education Credential Assessment: Must be no more than five years old and issued on or after the date of designation.
- Language test results: Must be no more than two years old.
- Offer of arranged employment (includes Labour Market Impact Assessment (LMIA) and letter of employment offer): LMIAs are valid for 6 months from the date of issue. Your letter of employment must demonstrate you have a current offer of employment.

And you must make sure your documents are valid on:
- the date you submit your new Express Entry profile,
- the date you submit your application for permanent residence, if you are invited to apply.

Hope it helps other people.
Good luck!
