PR Appliaction fee refund

Hi All

I have applied for Canada PR and i got rejected in the first stage based on the NOC codes, got email saying your application fee will be refunded in 8 to 12 weeks, i got email on 07/07/2010 and i still did not get my refund, can any one suggest me how to contact or talk to them regarding my refund.

it's very easy for them to reject our applications, but why it seems so hard for them to return our bankdrafts & documents.it's not being human at all...is that one of the features of the promised land... :'(
