PR app in progress, app for open work permit needed, online or paper?

Good morning!
I have spoken with an agent regarding an open work permit which I will be applying for after my PR app was approved in principle.

I have tried to get to the online application through my account, but I am being met with an error message saying the "online service is currently unavailable".

The call centre is currently full and time is of the essence as my Temporary Residency is up in July.

Does anyone know if the processing times differ much between an online or paper application? I have looked around and most people say it takes 4 months, while the CIC website and the agent I spoke with said it should only take around 5 weeks.

Any insight is appreciated! Thank you!

Paper should be ok. It's 4 months from the PR application date IF both are sent in the same package. If you already have AIP, it should be much faster.
