I know very little about the refugee process but if it will help, there is a little something about health insurance for refugees here: http://www.cic.gc.ca/english/refugees/outside/arriving-healthcare.asp
As for health cards, go to the health care in your province and ask if you are eligible. Ultimately you will have to deal with them anyway.

There is an application form for PR for protected persons here: http://www.cic.gc.ca/english/information/applications/refugee.asp You can include your partner on your application if you are either married or have lived together as a couple for 12 months or longer (common law).

I am not sure if your partner qualifies for an open work permit. If you have a regular work permit as a skilled worker, your partner would be able to apply for an open permit based on your permit. Otherwise, if you have an open permit and you are doing a skilled job, you would need a letter from your employer proving that you are doing a skilled job for your partner to apply for a permit based on your permit. You would of course also have to be either married or have lived together for 12 months as a couple (common law).

Work permits can be applied for online. PR can not.
