PPR request while on TRV in Canada

Hi. I am thinking of having my wife apply for visitor visa, so that she can come to Canada temporarily. However, her PR application is also being processed in New Delhi. So, if she's given the TRV, and later NDVO sends a request for PPR.

What can I do in this situation, if she's not in India at the time of PPR request. Can a PPR be done in Canada, if so , how can I have inform the immigration to have it done in Canada here? Thank you.

There will be instructions in the PPR to forward the passport to Ottawa if the PA is in Canada and will be for 3 months from PPR.
