PPR request pending

Hi is Canada giving out PPR at all? We had a 2nd medical in Jan21 and again still waiting on PPR, last medical expired but never received PPR, ITA was given in Nov 19. Anyone has any views on this, or tell me where I can enquire? My agent asks to wait.
